Viettel, VinaPhone, MobiFone join hands to declare war on the trash SIM

Operators will work together to solve the story of junk SIM

In implementation of Decree 49/2017 of the Prime Minister, in the past 2 years, the Telecommunications Department (Ministry of Information & Communications – TT&TT) has carried out many practical activities to deal with pre-activated SIM.

Statistics of the Telecommunications Department show that, in recent years, the operators have recovered up to 26 million garbage SIMs. The National Assembly’s Committee for Science, Technology and Environment also highly appreciated this result. Accordingly, the number of activated SIMs available on the market has been decreasing over time, the telecommunications industry has significantly prevented the problem of junk SIMs.

However, in the first 4 months of 2021, the trash SIM situation is showing signs of complication again. Facing this situation, the Telecommunications Department and the 3 carriers Viettel, VinaPhone, MobiFone have discussed and reached agreement to add more measures to enhance the handling of garbage SIMs.

This is a practical move to increase the effectiveness of the mobile subscriber information management plan, prevent and handle the spam SIM signed by the carriers in 2019.

Accordingly, the activation of subscribers from now on will be done on the centralized system of the enterprise, performed by the employees of the enterprise. Agent staff are only allowed to support sales and input subscriber information (if any).

In addition, according to this plan, the three major carriers Viettel, VinaPhone and MobiFone will deploy technology solutions such as video calls to authenticate customers before activating the subscription. The new plan also adds responsibility for handling individuals and units of the business if there is a mistake.

More than anyone, the leaders of the carriers understand that the disposal of the junk SIM will set the stage for the development of new services such as Mobile Money, thereby creating new growth spaces. Therefore, all carriers have shown their determination in improving the efficiency of mobile subscriber information management, preventing and handling spam SIMs.

The move is to completely solve the problem of telecommunications garbage

The telecommunications industry has declared war on the junk SIM problem for many years. The current results are noteworthy, but this issue has not been completely resolved and is still outstanding.

Accordingly, the problem of spam news tends to increase. In particular, there appears to be a phenomenon of messages from abroad via the Internet being dumped through junk SIM cards and sent to domestic messages.

In the first months of 2021, according to a survey of the Telecommunications Department, the phenomenon of junk SIM, activated SIM is showing signs of return. The rate of new subscribers in the first 3 months of 2021 will increase by 10%, much higher than the average rate of the whole 2020 (6%).

In fact, pre-activated SIM is still available in the market. However, those are the SIMs that are legally registered with subscriber information. This shows that the management of prepaid mobile subscribers is still flawed.

According to Deputy Minister Phan Tam, solving the problem of telecommunications waste is not just the efforts of businesses. State management agencies also have the responsibility to further improve their legal framework.

With the signing of cooperation, enterprises have shown their commitments and determination more clearly. Under the agreement, there will be a strict internal sanctioning regulation. The ministry will base on the level of implementation to assess the commitment and determination of the carriers.

The Deputy Minister suggested the working group, under the coordination of the Telecommunications Department, take measures to ensure an equal environment for telecommunications businesses to strictly implement this agreement.

The determination of the businesses participating in the agreement will create a fundamental change in the management of prepaid mobile subscriber information, thereby eliminating the situation of spam SIMs, spam messages, and call spam.

In addition to implementing measures according to the signed plan, in 2021, the Ministry of Information and Communications will finalize and submit to the Government for consideration and issuance of a Decree amending Decree 49/2017 / ND-CP.

When implemented, the new Decree will create a favorable legal corridor, from which specific measures can be taken for businesses to handle the trash SIM situation.

The Ministry of Information and Communications will also coordinate with the Ministry of Public Security to promote information cross-check connection between subscriber databases and residential databases. These are specific actions aimed at creating a safe and reliable cyberspace environment.
